Cultural Riverfront Signage Project

This project was a collaborative effort between the Fond du Lac Band, the City of Cloquet, and community historians to create vibrant cultural signs to reflect the deep-rooted history and traditions of this land.  These bilingual interpretive signs showcase a rich tapestry of cultural heritage and historical significance.  This project is a testament to the power of collaboration and celebrates the enduring bond between the City of Cloquet and Fond du Lac Band in honoring our shared past and embracing a future of mutual respect and understanding.  View the map and preview of signs here: Cultural Riverfront Signage Brochure

Cloquet/Scanlon Housing Study Update 2024 (Stantec)

Stantec has been hired to update the Cloquet/Scanlon Housing Study during 2024.  On July 10, 2024 the Cloquet EDA held a workshop for the consultant (Stantec) to review preliminary findings with City of Scanlon and Cloquet Housing Redevelopment Authority board members and staff.  On October 1, 2024 during Cloquet City Council Work Session, Stantec presented a summary of the study findings Summary Presentation 2024 Cloquet Scanlon Housing Study.  City of Scanlon staff and Council members were also been invited to this meeting.  At the regular Cloquet City Council meeting on October 1, 2024, the Council accepted the 2024 Cloquet/Scanlon Housing Study (Final).

2014 CLOQUET SCANLON HOUSING STUDY

In January 2014, the City Council adopted the prior Cloquet/Scanlon 2014 Housing Study - here is a powerpoint summary and Cloquet/Scanlon Housing Implementation Action Plan that was devised with a Minnesota Housing Partnership grant for the 2014 study.

The Hidden Gems of Cloquet

Hidden Gems of CloquetThe “Hidden Gems of Cloquet” project features various small, locally owned businesses that the City wants to thank and promote for operating in our commercial districts and keeping them vibrant and thriving!  Check our business tours and podcasts called "Talking Business".  The project is a partnership between Promoting Me, LLC https://www.promotingme.com/about and the Cloquet Economic Development Authority and spotlights the people of our City, which is what makes these businesses so great.

Rural Child Care Innovation Program Carlton County, MN

In collaboration with First Children's Finance and the Minnesota Department of Human Services, the Rural Child Care Innovation Program Community Solution Action Plan for Child Care in Carlton County, MN (March 2020).

Arrowhead Brownfield Assessment Program

The Arrowhead Brownfield Assessment Program was formed by Arrowhead Regional Development Commission and its coalition partners: the Cities of Cloquet, Cohasset, Grand Rapids, International Falls, and Two Harbors and Aitkin County use an Environmental Protection Agency Brownfield Assessment Coalition Grant over a three year period throgh September 30, 2023.

The Program can assist with wide range of environmental assessment activities on public and private properties including:

  • Developing a brownfield inventory
  • Evaluating eligible sites impacted by petroleum or hazardous substances
  • Conduct Environmental Site Assessments (Phase I and II ESAs)
  • Conduct site investigations, remedial action, and reuse planning
  • Asbestos and lead-based paint surveys

Downtown Cloquet Revitalization Strategy

COVER FINAL DT REVITALIZATION STRATEGY 2017In October 2017, the City Council adopted the Downtown Cloquet Revitalization Strategy. The purpose behind developing this strategy is to provide a framework of concepts, policies, and action steps to guide decision making for local boards such as the Cloquet Economic Development Authority and City Council to improve the economic vitality of Downtown Cloquet. Specifically, this strategy lays out a vision to:

Revitalize Downtown Cloquet as a vibrant mainstreet with strong connectivity between the Historic West End Business District, Cloquet Avenue Business District, and St. Louis Riverfront Parks corridor.

Downtown Objectives:

  • Embraces strong pride in local history
  • Offers quality gathering places
  • Provides retail attractions
  • Provides business destinations and is economically vibrant
  • Offers quality housing options
  • Enhances downtown district visibility and aesthetic improvements
  • Businesses and community partners support and promote Downtown Cloquet

City of Cloquet, MN Comprehensive Plan 2007-2027

COVER Comp PlanIn August 2007, the City Council adopted the City of Cloquet, MN Comprehensive Plan 2007-2027, a vision of what the City wants to be. It is a guide to help the City preserve what it values, enhance what needs to be improved, and create what is missing. The Comprehensive Plan is a general, long-term plan that analyzes existing conditions, provides goals, objectives, policies and plans and brings together various elements of Cloquet into a comprehensive, “big picture” plan. It provides a basic framework to guide other planning efforts in the city. It is a dynamic Plan that the City will review and refine as Cloquet continues to grow. The plan also includes maps of existing land use patterns as well as future land use that are consistent with the City’s vision.


Sketching Cloquet’s Future: A Community Revitalization Master Plan

This plan addresses community revitalization of Cloquet’s primary business districts. Each district has its own character, market forces and potential, and the strategies for revitalization will vary widely. The business districts and the directions for revitalization are addressed separately; as the intention of the plan is community revitalization, the futures of these district must be tightly linked. The business districts considered in this plan, Sketching Cloquet’s Future: A Community Revitalization Master Plan, are Hwy 33 South, Sunnyside, West End, and Cloquet Avenue.
